It is not a secret that IT candidates today are in high demand and that they usually have multiple opportunities even when they are not actively searching for a job.
Most candidates I talk to tell me 'salary is not the most important factor I consider when moving'.
They are seeking a more challenging job, better technologies, cooler projects, a nice culture, flexibility, respect of their work-life balance.
Of course salary is important, but they choose to optimize all other factors too.
Usually they have multiple offers before they pick their next step in their career.
